What am I missing, is this a bug, can paladin gloves not get a delve mod?

No, this is not a bug.

+2 minion and the essence mod are both considered "exclusive" mods. Recombed items can at most only have one exclusive mod. As a result your prefixes were treated as having only 1 mod in the pool which has the outcome of a 1 prefix item (59%) or a 0 prefix item (41%).
