Is minion pact drop disabled in private league?

Hello, im playing in a private league brossf and am wondering if there might be an issue with this support gem being drop disabled? I know it will be for Zizaran gauntlet so thought something could have happened but after now estimated (based on uber frags) 100+ Ziggurat kills and 5 betrayal katarina kills it is nowhere to be seen and can't find any information about it having any additional requirements to drop, already checked in regulare trade league that it (level 1 uncorrupted) is seen in filter.

Any check to see that there is not an issue here would be appreciated. Spent all easter and week before trying to grind this becaus emy sole goal this private league was to play this build.

You who responds probably cant comment on it but would love to know if the sinistral + dextral combo do play "white" nightmare maps affects the support affect as well.
