Ultimatum Ruin applies to Stalking Ruin

In ultimatum if a player has both ruin and stalking ruin the ghosts from stalking ruin get double/quadruple ruin application even though Ruin/Ruin IV specifies the double/quad ruin stacks only come from specific monster special attacks. This affects stalking ruin ghost's melee and ranged attacks.

I have encountered the same situation, as shown in the video. I get hit the first time by the Stalking Ruin IV ghost at 0:01 which instantly applies 4 stacks of ruin and then I get hit one more time by the same Stalking Ruin IV ghost at 0:24 which ends the Ultimatum encounter in a failure.

In my run, I also had Ruin IV as modifier, which suggests that Stalking Ruin IV is affected by Ruin IV.

I just wonder if this is intended.
