20 times Eldritch chaos can result in literally rolling nothing?!
I got literally no mods for using this shit currency 20 times on an item?
This is a bug right?!

What do you mean by literally? I'm playing around with the orb in craft of exile, and it seems to do at least 1 mod every time.
Are you not hitting the mod you want or literally not getting a mod to roll?
What mod are you trying to get, on what item?
Do you have a fractured mod on it? I guess that can prevent it from rolling another mod. Don't know the odds, but 0/20 in that case seems pretty unlikely.
I'm testing that in the emulator as well. No extra mod does seem to happen fairly often. Maybe half the time on my tests. If you hit 0/20 on a coin flip, don't know what tell you, but would seem to be highly unlikely. I don't know how to set it up for eldritch currency in the simulator. Unsure if their numbers are accurate either.
Having said that, i just hit 18 misses in a row on the emulator, so perhaps it is much higher than 50% to get nothing.
I'm unsure, but I think the mods roll like a normal chaos orb. I'll try and find some more information about the odds of how many mods you hit.

It lists the mod distribution here for regular chaos orb as 4, 5, or 6 at a ratio of 8:3:1, So I suppose that means 1/3 chance of more than 4 mods. 0/20 would still seem pretty unlikely. Maybe there's more to it with the Eldritch one.
I did also read a post from about 4 years back that their may of been a bug, causing it to roll more mods than it should and it got lowered. Don't know if that is correct. Probably needs someone who has a bit more crafting experience to weigh in.

Crafted an item and thrown 20 eldritch chaos orbs on it to realize it added literally nothing to the item. It rolled nothing.
It added nothing! 20 times in a row it added nothing and gave me nothing, even if the item had no mods on it that could hinder it from adding anything. It was like just throwing the orbs on the ground and expecting something to happen.
To have such an effect from a chaos orb that is supposed to reroll stats is wild

Well... are you sure the item has a dominant Exarch or Eater modifier? I would assume if both modifiers are the same tier then neither is dominant and the orb does nothing.

rerolling items is weighted towards 4 modifiers(doesn't matter how you are rerolling an item).

But even with 1 fractured, if that would have been the case it would be wild to not get anything out of it, even alterations hit 2 mods most often with 1 fractured.
And I also would struggle to understand why it is like that to be honest....

link the item in question, I suspect both have the same tier implicit... so neither mod is dominant.
if it only has 3 mods it should always roll at least 1 mod.

Very common outcome if you are rolling the same side as a fracture mod.
With exalts being as cheap as they are, smart craft is to exalt slam, chaosreroll, exalt slam, until you hit what you want
