Culling strike doesn't work. You need to get every monster (white, magic, rare) to about 5% hp for it to work. It feels so bad after changes to power charge gain, because this feels like another nerf. For me I also find that sometimes even if monster have blue dot on it and I hit it with killing palm, I don't get any charges. Furthermore despite what's written in the description, magic and rare monsters doesn't give more charges.
