Withering Step invisible cosmetic

Are there any plans to allow the invisible buff cosmetic apply to withering step? I just bought the cosmetic and was disappointed to find I can't apply it to withering step. I want to use it because the massive greenness is hiding all the other cool looking things on my character most of the time.
