As the title said is there a possible way to get veiled mods and incursion mods in no rare/magic and no vendor league?

Incursion? No
Veiled? Yes. Catarina drops uniques which are veiled, Aisling in research can veil a rare item and if you get the possibility to make them drop "an extra veiled item" they will actually drop a rare veiled item.
